The A.M. Qattan Foundation is seeking to recruit a highly motivated individual for the position of Project Manager to manage the Culture, Arts and Social Engagement Project (CASE), an A. M. Qattan Foundation project managed by the Foundation’s Culture and Education Programme and funded by the Swiss Development Cooperation. The description of this position is as follows:
Job Title: Project Manager, Culture, Arts and Social Engagement Project (CASE)
Contract Type: Fixed-term contract for 2 years
Line of Responsibility: Director, Culture and Education Programme
Work Location: Ramallah
Job Objectives:
Manage all different aspects of CASE project co-funded by the Swiss Development Cooperation, including the granting track, following up on the M&E system and reporting – in full coordination with all relevant team and stakeholders and in line with the Foundation’s vision to achieve the highest possible impact and desired results of the Project’s objectives.
Main Tasks & Responsibilities:
Project Management
- Manage the projects’ different tracks/components.
- Follow up progress and challenges through regular communication with beneficiaries, partners, and field visits, ensuring that communication materials, field visit reports and documentation materials are gathered and properly filed.
- Develop the terms of reference (TOR) for external consultants and follow-up and monitor progress of outsourced services in coordination with the unit manager/CEP director and relevant staff.
- Work closely with external consultants, ensure efficient coordination of their work and follow-up on their recommendations.
- Work closely with external media & documentation specialists, to ensure the equal visibility of the project activities across all locations.
- Focal point of contact with the donor
(Sub)Grant-Making
- Prepare calls for applications and application forms for the grants offered by the Project;
- Supervise the managing of the work of the various grant jury members, which includes preparing all required paperwork, managing jury deliberations, and keeping meeting minutes;
- Ensure that the Foundation’s decisions or recommendations to grant applicants are conveyed in an appropriate manner, and draft letters of approval or regret;
- Manage the development and signing of grant implementation agreements with partners;
- Follow up on project progress and challenges through regular communication with partner organizations and individuals and through field visits;
- Ensure the timely processing of payments to partners and/or beneficiaries upon the submission and approval of required financial and narrative reports;
- Update the co-funders of the various projects on the progress of implemented activities and achievements;
- Prepare publicity materials related to the project different activities, in close coordination with relevant Foundation staff members and/or with external consultants.
- Ensure timely submission of beneficiaries’ reports, using the approved reporting template.
- Manage & coordinate the Grant Implementation Cycle in close interaction with the project partners and other relevant staff.
Monitoring, Evaluation, and Quality Assurance
- Ensure compliance with the Foundation and Funder’s policies, guidelines, and co-funded agreements;
- Follow up on the M&E matrix and ensure the collection of baseline data in all projects’ locations
- Contribute to the implementation of data collection to capture and document the impact of the project
- Follow up and report on the collected data in cooperation with the other team members
Managerial Tasks
- Prepare and manage the Project’s work plans and budgets and the implementation of the individual annual work plans,
- Prepare and present regular reports, statistics and presentations, including those for the semi-annual and annual reports;
- Coordinate the work with the tracks’ leaders, coordinators and all other relevant staff working on the project
- Manage the Project’s staff to ensure efficiency, quality and compliance with the Foundation’s policies and procedures;
- Responsible for the internal flow of information and for external evaluation service procurement and any needed follow up with external consultants
- Follow up and report on the project’s progress and M&E system and collected baseline data
- Represent the Foundation when necessary and in coordination with the Units’ Managers and Programme Director;
- Keep the work files well archived and updated;
- Carry out any other related tasks related to the project that might be requested by the Units’ Managers and Programme Director.
Qualifications & Competencies:
- Bachelor’s degree in cultural management, business administration or other relevant fields.
- At least seven years of work experience in project management and grant-making ;
- Good knowledge of the culture and arts scene in Palestine and the region.
- Excellent knowledge of Microsoft Office;
- Ability to work in a team.
- Effective communication skills (in English and Arabic);
- Ability to adapt.
- Ability to manage ambiguity.
- Results-driven work ethics.
- Ability to plan and align.
Other Job Factors:
- Expected to travel for work when necessary;
- Field visits are required;
- Flexible working hours are required to accommodate evening and weekend activities.
